It is a violation of Federal law, carrying a very stiff fine. Never gut a
catalytic converter that is in good operational condition. The only reason
you might get away with it is if the cat is indeed clogged, and you have to
gut it to test to see if it corrects the problem. Of course then you are
obligated to replace it with a new one.
