Douglas This is a Fuel Expansion Tank and you will also note there is one mounted in the RH wheelwell.The 2 bottom leads are tank vent lines and the line on top feeds fuel fumes to a Charcoal Filter.It sounds like the rubber fuel line that joins to the white plastic line is rotten,therefore leaking (it was in my case) when the fuel tank is full.I replaced the rubber fuel line and clamps-no leaks.
