I have not visited a Canadian National Park, but I use other public land in Canada. Ontario imposes HUGE fees on non-Canadians using crownlands and the Quetico provincal park (and perhaps others). Crownlands are undeveloped wilderness or logging/mining areas for the most part--no paved roads, tourist services, etc. Non-residents must pay $10 per person per day to use the lakes, rivers and swamps of northern ontario. For 7 people on a 14 day canoe trip...$980! No services provided. Canadian residents: free. The same Vanagon full of canadians pays $20 for a 7-day permit to Colorado's rocky mountain park to drive the very expensive, paved scenic highway, or $70 total for 14 days in the Boundary Waters Canoe Area in Minnesota.
