I don't know what the current rules require, but a few years ago, replacing the speedometer yourself was insufficient. One was required to have a receipt from a VW dealer showing at least the purchase of a new speedometer if not the installation as well. On the other hand, nobody ever actually checked to see if the new speedometer was installed as a part of the paperwork or crossing the border.
