I'd expect to see oil in there, but the chunks don't sound right. Whatever is in there is inside the filtered intake, and anything hard getting into the motor itself could do great damage. Something rubber perishing maybe?

On the '84, should be 30,000 miles. Could be somebody unplugged/cut the wire b/c they didn't know how to shut off the bleeding light...
