'85 Westy with about 80,000 original miles on original engine.

Recently I went down a longish (quarter mile or so) hill using the engine as a drag in second gear with foot off the throttle. Going slow looking at the redevelopment of the neighborhood. The hill is steep enough that I maintain a steady 20-25 mph with no break or no throttle. At the bottom of the hill, the road swings left and goes up and I applied foot on throttle and the engine acted as if it was turned off or out of gas. Have at least half tank. Then it caught and ran ok. On several other occasions, I have noticed a slight hesitation after a downhill coast when applying the gas to go up the next one. But never as serious as this. It really seemed like the engine was starved for fuel. On occasion, also, I have had trouble getting started on a fairly steep uphill stop light. I need to rev the engine and slip the clutch more that I think is normal to keep from stalling.

Could these be related or just two different problems rearing their ugly heads?

Any thoughts on this one?
