Richard,
It's a bit subjective describing sounds in words... but it seems to me that
a noise in a water system can only be caused by one of two things: either
the movement of water or the movement of air.
You didn't help us with the year of your Vanagon, but on my 90 there is a
check valve in the water faucet assembly. Perhaps there is air or water
passing into the holding tank from the city water line.
The worst thing would be a water leak behind the cabinets where you can't
see it. This possibility is the main reason why I do not use my city water
system... I don't trust having this old system pressurized constantly....
especially considering the possible consequences.
