I've got a penniless friend with a Jetta -- PS fluid is 1) high (overfilled?) 2) gray-black with sort of ozone smell -- under 30x microscope it contains little black shreds that look to me like rubber.

When turning wheel with car stopped, wheel tightens up at maybe 20-degree intervals and pump squeals; then stops until next 20 degrees.

No obvious leaks except that hoses from pump are oily.

From the frequency it sounds like a problem in the rack.

Thoughts? Has anyone seen this problem? If it's possible to just disconnect the pump (I'm afraid it may be the tensioner for that belt, which also runs water pump), is there any likelihood that the rack will seize at some inopportune moment?
