Sounds like a bad rack but it could be suspension damage too. Whatever
it is should be remedied soon, it is dangerous, anything can happen at
any time.  If it is the rack it probably won't seize, but it could get
very hard to turn at a very inopportune time.  Penniless is one thing,
dead is another.  Get a complete unit, with pump, out of a junkyard and
replace this thing soon, loan him the money if you value this
friendship!
