Your only solutions are to drill out the lock and throw it away (free), remove the whole assembly from the side of the bus and take it into a locksmith to have a key made, (a bit of work and probably cost $10-$20), or buy a complete new set up and just use the lock from it ($50).

Each key is different. It is locked to keep malicious people from putting foreign substances into your water tank, probably a good idea to have one.
