I used to own an autobody shop. A Vanagon list friend in Canada asked your question some time ago. My response [below] may be of interest.

Unfortunately, with the conditions you describe, I am afraid you are looking at a strip job. You could be positive about this and look at it as an opportunity to fix your seam rust. Some List friends have talked about aircraft stripping agents that work well, but in any case it is a melluva hess..... sorry!
