I don't think it would be legal, and probably not safe.

Everyone's seen big rigs towing two trailers. Sometimes, they tried three trailers. But if the rig was in the right lane and changed quickly to the left, the rear trailer shifted to the right. There are reports (not sure if it's an urban legend or not) that when a rig changed lanes to give a motorist with a flat more breathing room, that the rear trailer actually took out the motorist.

I think the setup you describe would work like three trailers, with the middle one being short. But it might work differently since the rear "trailer" has wheels on all four corners and the middle "trailer" has none.
