Yep.  That and the difference in US gallons and Imperial gallons when
comparing your mileage to a Canadian's (which I forgot to mention earlier!)

One item that could be added to your list is the reformulated gasoline
forced upon us in California and some other states. My former average of
18.5 to 20.5 mpg has dropped  on average 1 to 1½ mpg since the change.
