Ken; Just had the EXACT same thing happen to me. It turned out to be an air bubble in the upper most radiator hose in the engine compartment. I loosened the clamp at the bleeder (ya right) valve and jammed a screw driver between the hose and the nipple to release the air. I, like you, have filled/bled many a Vanagon cooling systems any never had this problem before.
