Chris; I would go through the adjustments for the throttle assembly. There are three adjustments, all outlined in the Bentley. The PO probably raised the idle to compensate for the removal of the stabilizer, for whatever reason. It sounds like the stabilizer is having some effect when plugged in. If you still have trouble there is a way to adjust the stabilizer valve but is a last ditch effort, let me know.
