This sounds scary to me. Flare fittings are meant to seal with fairly light pressure and if they don't it means something is wrong. Could the nuts possibly be crossthreaded? They should be able to be run up with the fingers except for final tightening (sometimes you have to wiggle the pipe a little to find the precise alignment that allows this).

My own inclination if there really is a problem would be to remake the fitting so it works correctly. I'm agin fooling around with this stuff.
