Those four holes in the luggage rack are for the rain. Without them, the rack would be a birdbath. The water runs through there and down between the roof and the rack "seals" which are not really seals because of this. The rack seals help stop air whistling and dres up the look. It's a good idea to remove the rack for our old Westies to make sure execssive dirt hasn't collected under there since it could cause a rust problem by retaining moisture.
