It that tank falls and the valve busts out you litterally have a rocket.

Actually I believe the Westy tank (and bar-b-que tanks) are like all automotive propane fuel tanks. If the outlet valve breaks off flush with the surface of the tank, the flow of propane stops. There is an "excess flow" valve inside the tank. If flow exceeds around 3 gpm the valve closes and flow stops. I've tried it and it works. It also works if the propane line breaks between the outlet valve and the regulator.
