Don't use washers -- not safe, not good for the metal of the wheel

A 'manufactured' spacer (one piece deal) would be fine. Evenly distributes pressures of tightening.

You can get more info if you will provide more specific details on the application desired, i.e., type of wheel, vehicle, etc.
