I'm using a GSM phone on 9600 b/s which is sufficient for mail etc. At least in Europe you have access to the internet everywhere without any hassle to login or logout to GSM networks. All GSM operators offers a port to the internet, an expensive one, of cause. But you may connect to regular ISPs as well, the GSM network converts the link into an analogue 9600 b/s connection to any analogue fixed net phone. The phone I'm using is one from my company with IR interface. But you need to have a special software to connect to phone by IR or by wire. For IR there is no need for a modem, and the wire connection requires an electrical converter to match the levels of the phone. Last one is included within the software package.
