I'm contemplating a move to Los Angeles. I have a 1983.5 water-cooled Vanagon 1.9L Westfalia. What is all this about smogging? Do I have a chance of passing with an east coast vehicle? Will I need to mechanically upgrade to pass or do I just get charged a surcharge? I have a relatively new engine (30,000 miles)and fly through New York City emmissions which are slightly more strict than the rest of New York State emissions if that helps me at all.
