Subject:      moving to LA, will I pass smog test?

I'm contemplating a move to Los Angeles. I have a 1983.5 water-cooled Vanagon 1.9L Westfalia. What is all this about smogging? Do I have a chance of passing with an east coast vehicle? Will I need to mechanically upgrade to pass or do I just get charged a surcharge?

I have a relatively new engine (30,000 miles)and fly through New York City emmissions which are slightly more strict than the rest of New York State emissions if that helps me at all.

Any info will be appreciated.
