Yes. Your vehicle will only need to pass the emission standards in effect when it was built.

For more info, see:http://www.dmv.ca.gov/pubs/brochures/howto/nonresident.htm However, ignore the $300 smog impact fee - this was ruled as unconstitutional, the DMV has not updated their publication.
