I just finished this routine.

Gently remove the hose clamp.

Hold the "bulb" in one hand and rotate the upper band which has the "ears" for turning. You, or a helper, may have to hold the threaded stainless steel ring from above with a suitable shaft wedged gently into the drain cross members, such as a wrapped screw driver.

Lower the bulb component. It is two-part. The bottom "butterfly" is delicate, and it may be rusted, so be gentle with that turning, too. Clean the rust and apply a bit of lithium or marine grease, or other "helpful" salve, in the threads.

Upon refitting, place a standard thin washer (Home Depot plumbingsection) below the ring and against the bottom of the sink. All the fittings are pressure.
