John-Reed, Open the top of the AFM and tighten the spring up a notch or two.
What part are you failing? CO or HC How much over are you? I would check the valve adjustment-too tight valves will allow the valves to not full close at idle and in crease emissions. Check vacuum leak sources. Too much of a leak will not reduce the fuel pressure to the low 29 PSI. Check timing Check for Temp II sensor is in spec Check the O2 sensor Run a bottle of CAT cleaner in fuel.
