Since my weird problem of the blinking and running showing a cold temperature on the hottest day of the year, I have done some some tinkering and thinking about the problem. In tinkering, I removed the low level sensor and cleaned the contacts on the probe. That seems to have taken care of the problem of the light blinking incessantly even though there is plenty of coolant and it is not running hot.

As for the cold running, I have decided that the thermostat is the problem. Appears to be stuck in the open position and all coolant has a straight shot through the rediator so it never gets to temperature. I have ordered a new thrmostat from Ron at theBus Depot. Will see if that works.

Will post on the final outcome.
