"What is it?" I have wondered about this little plug. It is not the cap on the windshield washer reservoir. That is closer to the door. This little plug is behind the rubber boot that covers the connection at the base of the steering column. It is about two inches forward of the boot and slightly to the left. It is about 5/8" in diameter and has a flat flange on top for removal. I have an 84 and an 87 and the plug is on the 84 but not the 87.
