I think you may have a blown fuse and not bad resistors. If the resistors are shot, your fans should still be able to run at high speed.

I'm not sure where the fuses are located, but I believe they are under the plastic battery access cover, and near the relays. The resistors are below the battery.

If you sign on to the EVupdate list you can search the archives and there is lots of good information on the cooling fans. You can find the EV list by going to www.egroups.com and search for EuroVan.
