The fridge fan is controlled by a thermoswitch. It's coming on is totally dependent on temperature (it's something like on at 126 F, and off at anything below 106 F, I think); not the state mode of fridge operation or even the ignition. It will come on on a very hot day even with the ignition off... and run your battery down if you live in a hot climate and don't start the van to recharge the engine for a period of time.

However, if your fridge fan is burnt out (a common occurrence) it will not come on under any circumstances :( and your fridge will not cool properly.
