The regulator is supposed to supply 2.5 bar (36 psi) over manifold pressure. If it supplies 10% more than this, the injectors will supply 10% more fuel than expected. The ECU will attempt to compensate by reading the O2 sensor, but if its compensation ability is exceeded the motor will run rich.

I think so. But for a start, stick your gauge in an evacuated bell jar with the gauge inlet vented to outside air -- you should read about 14.5 psig with pressure of 1 torr or so. I presume that you have access to that sort of thing...

No. Normal (in small quantities) AFAIK.
