Very common. That is you PCV Valve. Has nothing to do with your issues. I still think you otter look in the Air Meter box on top of the Fuel Injection system Is that plug on tight? If so, if you open the plastic top on the top of the meter, is the wiper arm still attached? Is the plug going to your ECU on tight? Are all the contacts clean?

That 32 PSI with vacuum seems high.. like you might still have a vacuum leak.

Just my thoughts on the subject.
