Absolutely could. I'm having the same problem right now, about to pull the thing and check. Difference is, dirty orifice is a little work, bad gas valve/thermostat is $$$$.

There is one rather remote possibility other than flame wrong size, diverted etc. -- if the flue breaks off from the boiler, the machine stops working on gas. Does happen, but seldom.
