I think the reason NEW tanks need to be purged is that they are shipped
with an inert gas inside. This is what needs to be removed and replaced
with propane.

As for used Westy tanks, I have opened a couple and they looked pretty
clean inside even after 18 years. They just don't get filled enough for
much of anything to build up in them. I'd be surprised if the average
Westy tank got filled more than once a year. I camp about 2 months a
year and that is only 4 fills.
