I found out through my searches for a hitch that U-Haul sells a hitch for the Vanagon. It's supposed to be $109 installed and your bumper mounts over the hitch. I think it has a 2000 or 1500 lb capacity.

I would not drill through the bumper and trust it to withstand the continuous loads it would experience while pulling a trailer, no matter how small.
