Jeff,

The Vanagon bumper is a bit flimsy for that. If you're looking for a cheap solution, you're better off welding square bar stock to the tow hooks. There are Vanagon hitches that do exactly that. We have one and use it to tow our 17' O'Day Daysailer with no problems.

If you want a real solution, get in touch with listmember Dennis Haynes for one of his custom built super tough hitches. The Bus Depot also carries a sturdier hitch variety...probably on their web site.
