Most outdoor /backpack/canoe/rock climbing stores sell elastic stretchy cord
in a variety of thicknesses and colors.  It's called bungie cord and
although I wouldn't bounce up and down on it dangling from the New River
Bridge, it should work wonderfully for curtains also.  I have a whole reel
of the real thin stuff(prolly wouldn't support anything but the lightest of
fluffy curtains, but also have samples of other thicknesses.  I would guess
that the 2-3mm stuff would be more than adequate.  Outdoor stores use the
stuff for lining the inside of lightweight backpacking tent poles so the
sections stay together and assemble easily and quickly.  Prolly dozens of
other uses like making map holders for the decks of sea kayaks  blah blah
blah
