I believe that part you refer to is the hose nipple on the vacuum pump.
This should be common to all VW diesels with vacuum assisted (power) brakes.

in reference to where in relation to the

 the part i need is the end of the white tube that begins due North of the
air filter and extends a ways to where i have already described.  at the end
of this, past the black hose, between the "A" and the "f" in "fuse" in the
text that reads "50 A fuse" over the engine, to the right of that clamp
there is a little white plastic piece that is clamped into that black hose
to the left and and goes into the unit underneath that black cable in the
picture to the right.
