Yeah, you remove the two Phillips screws to unmount the mirror. Underneath that mounting shoe is a nut with a spring and ball type assembly. If you tighten the nut, you tighten the spring, which puts pressure/tension on the ball and makes the mirror less likely to be blown in the wind... caution, over tightening can make mirror adjusting too difficult and may crack your mirror.
