Actually the speedo cable comes through the left-front wheel hub -- that's what that little nubbin is, sticking through the grease cap and sealed with silicone. If it's *not* sealed with silicone it's an entry point for dirt into the bearing.

According to The Bible, the wires should be Blue (to Alternator D+ by way of the panel connection to the Alt light), Blue/Green (to OXS light) and Brown (ground, of course). By cutting the Blue/Green wire someone has ensured that the OXS light will never come on even when you first turn on the ignition (which is the intention of the connection to D+). I'm not sure it's worth hooking back up...'88s are on at least 60,000 mile scheduled replacement for the sensor.
