I am assuming your air dam is made from black plastic and that plastic absorbed some car wax or other 'stuff.'

Why not try to paint it? There are several good paints available made especially for plastics. You would have to follow the instructions to prep the spoiler first, of course, and then use a flat black paint. I think the end result would look a lot like a brand new air dam.
