Actually, they test diesels in Washington too, at least in the Vancouver (Portland) area, and I suspect that they also test in larger areas (e.g. Seattle) as well. Even though all the test stations are dyno equipped, diesels aren't tested under load. The only measurement made is opacity (how black the smoke is), with a limit of--get this--60%! The test is carried out by having the engine revved to the floor six times (!), three to 'clear out the pipes' followed by three during which the actual measurements are made and averaged. In other states (and Washington, I imagine) a diesel that would fail a 60% opacity test would get pulled over and fined, or at least issued a 'fix-it' ticket. I suspect our test is really just a ploy to get $15 from each diesel owner to the state owned and operated testing stations.

Also, our liquor stores are all state owned and run.
