This technique works because when the thermostat is "off" (fully counter clockwise) only a little propane is coming out of the burner jet. Just enough for the pilot light. Waiting a few minutes allows the exhaust pipe to warm up from just the pilot flame and establish the air flow gradually, similar to running it on electricity first. Turning the fridge gas burner on full before the air flow is good can cause the flame to go out from lack of enough air. Also this can flood the chamber when you are trying to light it, resulting in popping and lighting. problems.
