This is not necessarily the case. The fan temp switch is in the exit path of the radiator. If the coolant coming out of the radiator is too hot the radiator fan turns on to cool it more. The coolant sender for the gauge is in the engine compartment and is a far more meaningful indication of engine temperature. The engine can severely overheat and the radiator can still be cold to the touch, far from turning on the fan. A water pump pulley loose on its shaft, a stuck closed thermostat, or a broken water pump belt can all do this. Never disregard the warning of excess temp provided by the gauge.
