No idea about the restrictor but it doesn't seem too important given the valve's existence. The preventative maintenance approach suggests replacing the white bleeder screw and O ring at 5/15/25 years since it breaks at about 6 years (and carry a spare screw and O ring), and replacing the heater core and valve gaskets (which includes the bleeder screw) at 10/20/30 years since it leaks at about 12 years.
