The VW dealer can get those grommets, I think they're called insert nuts. They cost about $2.50 each. I don't have a part number in front of me but I can get one. In the meantime if the dealer can find the mudflap on the micro fiche the grommets are shown there. The grommets work sort of like a plastic anchor.
