From your discription you refer to two fan operating stages but there are actually three. 1st stage(2 resistors in series): coolant temperature exceeds 95*C or whenever the A/C system is switched ON--operating sound = quiet and "normal". 2nd stage(1 resistor): A/C high side pressures exceed 15 bar--operating sound = much louder and noticeable compared to 1st stage sound. 3rd stage(no resistor): coolant temp exceeds 102*C--operating sound = B29 haulin' ass with a bent propeller! Before attempting to repair the fan, check: 1) The A/C compressor cycling on/off controls and high side pressure. 2) The functional switching point of the 15 bar high side switch. 3) The coolant temp and the switching point of the 95/102*C temp switch.
