There was a great article on this a few months back in either VW Trends or Hot VW's.

When the tank is off the car, you put a chain, stones, bolts, nothing too major in the empty tank and shake it around to break up the old rust, varnish, etc.

Next, you take a metal prep cleaner that more or less cleans the surface of any rust, or residues.

Next you pour in this stuff that is polymer based, and slosh it around in the tank.

That is a quickie idea of the process, but it is a PITA. Very time consuming. that is why I suggest finding a radiator shop that does it for a fair price. May be cheaper in the long run if you can do without the van for a week or so.

I just bought a new tank, and sealed it with Eastwood's gas tank sealer, and should be great for years to come.
