Subject: How tight should belts be?

Hey all, I put new belts on my Westie recently and was just wondering what the rule of thumb should be for how tight the belts are. Bently mentions a certain deflection but should it be hard to get that deflection or not? In general should the belts be pretty tight or just as tight as they need to be?
