Perhaps, but in 82 (in the US, maybe earlier overseas) a 1.6L diesel, water-cooled engine was available in the Vanagon. I hadn't heard the story about the emissions before. If that were true, wouldn't there be air-cooled Vanagons somewhere in the world past 83?
