Stephen,

I too have an '85 Westy with a dealer-installed A/C.  It does not cycle
either.  It is my understanding, as gathered from this list, that the
pressure switches necessary for this were not used until '86 when the
factory started installing the air-conditioners.  I use the thermostat knob
on the dash to adjust the temp setting to where the A/C might cycle.  Hard
to do in Alabama.

What kind of freon are you using?
